Cook the lobsters:
Bring a large pot of salted water to a boil. Add the lobsters and cook for about 8–10 minutes, or until they turn bright red. Remove the lobsters and let them cool. Remove the meat from the tails and claws, and set them aside. Reserve the shells.

Sauté Vegetables:
In a large pot, heat the olive oil over medium heat. Add the chopped onion, celery, and carrots. Sauté until the vegetables are softened, about 5–7 minutes. Add the minced garlic and cook for another 1-2 minutes.

Combine tomato paste and brandy.
Stir in the tomato paste and cook for 2 minutes. Carefully add the brandy and cook until it reduces by half, about 2–3 minutes.

Simmer with Stock and Lobster Shells:
Add the lobster shells, fish stock, paprika, and bay leaf to the pot. Bring to a boil, then reduce heat and let it simmer for about 30 minutes to develop the flavors.

Blend and strain:
Remove the bay leaf and lobster shells. Use an immersion blender to purée the soup until smooth. Alternatively, carefully transfer the soup in batches to a blender and blend until smooth, then return it to the pot. Strain the soup through a fine mesh strainer or cheesecloth to ensure it's silky smooth.

Add cream and lobster meat
Return the strained soup to the pot. Stir in the heavy cream and the reserved lobster meat. Heat through, but do not boil.
Season and serve: Season the bisque to taste with salt and pepper. Add a splash of lemon juice, if desired. Ladle the bisque into bowls and garnish with fresh tarragon or chives.
